KCEOC COMMUNITY ACTION PARTNERSHIP (OWNER) will receive proposals through Codell Construction Company (CM) to furnish all labor and materials to complete Phase I Bid Packages for the KCEOC – WORK READY TRAINING CENTER at 117 SHELBY STREET, BARBOURVILLE, KY 40906. Work is to be performed in accordance with plans, specifications, and addenda prepared by SUMMIT ENGINEERING (ARCHITECT), MARCUM ENGINEERING, LLC (MECHANICAL AND ELECTRICAL ENGINEER), and BACON FARMER WORKMAN (STRUCTURAL ENGINEER).
This project will be partially funded with Federal Funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.
The Owner reserves the right to reject any or all bids and to waive all informalities and/or technicalities where the best interest of the Owner can be served. Bid opening will be public, and contracts will be with the Owner.

Bids will be due by SEPTEMBER 15, 2020 at 2:30 PM, and will be opened at KCEOC COMMUNITY ACTION PARTNER, 5448 US 25E, SUITE A, GRAY, KY 40735. Each bid must be accompanied by a 5% Bid Bond. The bid will be submitted in duplicate on copies of the Form of Proposal located in the Project Manual. Both copies of the Form of Proposal and Bid Bond shall be placed in a manila envelope and have the Project and Bid Package number affixed. No Bidder may withdraw a bid submitted for a period of sixty (60) days after the date set for the opening of bids.

The Project is to be complete within 120 calendar days from the date of the official Notice to Proceed, and liquidated damages are $1,000.00/day thereafter, if the completion date is not met. Successful Bidders are required to furnish a 100% Performance and Labor and Material Payment Bond for this Project.
Goals for minority participation for each trade have been set at 6.6% for this project. Goals for female participation for each trade have been set at 6.9%. Positive efforts shall be made by KCEOC to utilize small businesses, minority-owned firms, women’s business enterprises, and labor surplus area firms, if appropriate, whenever possible. Therefore, the following steps shall be taken:
1. Ensure that small business, minority-owned firms, women’s business enterprises, and labor surplus area firms, if appropriate are used to the fullest extent practicable. (45 CFR Part 75.330)
2. Make information on forthcoming opportunities available and arrange time frames for purchases and contracts to encourage and facilitate participation by small business, minority-owned firms, women’s business enterprises and labor surplus area firms, if appropriate. (45 CFR Part 75.330(b)(4))
3. Consider in the contract process whether firms competing for larger contracts tend to subcontract with small businesses, minority-owned firms, and women’s business enterprises and labor surplus area firms, if appropriate. (45 CFR Part 75.330(b)6))
4. Encourage contracting with consortiums of small businesses, minority-owned firms, women’s business enterprises, and labor surplus area firms, if appropriate when a contract is too large for one of these firms to handle individually. (45 CFR Part 75.330(b)(3))
5. Use the services and assistance, as appropriate, of such organizations as the Small Business Administration and the Department of Commerce’s Minority Business Development Agency in the minority-owned firms and women’s business enterprises. (45 CFR Part 75.330(b)(5))
