LKLP COMMUNITY ACTION COUNCIL, INC. (OWNER) will receive proposals through Codell Construction Company (CM) to furnish all labor and materials to complete the Transit Facility Rehabilitation and Parking Deck Construction for the KNOTT COUNTY TRANSIT FACILITY PROJECT located at 31 JUSTICE CENTER DRIVE, HINDMAN, KY 41822.  Work is to be performed in accordance with plans, specifications, and addenda prepared by MURPHY GROUP ARCHITECTS (ARCHITECT), MARCUM ENGINEERING & TESTING, INC. (MECHANICAL AND ELECTRICAL ENGINEER), R. M. JOHNSON ENGINEERING, INC. (CIVIL ENGINEER), and BACON FARMER WORKMAN ENGINEERING & TESTING (STRUCTURAL ENGINEER)

The Owner reserves the right to reject any or all bids and to waive all informalities and/or technicalities where the best interest of the Owner can be served.  Bid opening will be public, and contracts will be with the Owner.

A complete set of Drawings, Specifications, and the project manual requires a refundable deposit of $200.00 payable to LKLP COMMUNITY ACTION COUNCIL, INC.  A check in the amount of $200.00 will be returned only if a bona fide bid is submitted and the Drawings and Specifications, including the Project Manual, are returned, prepaid, in good condition within 14 days after the bids are opened; otherwise, no refund will be due.  If Drawings and Specifications are to be mailed, arrangements must be made with LYNN IMAGING @ 859/255-1021.  Cost of mailing is to be paid for by the Bidder.

Bids will be due by April 10, 2019, at ­­2:00 PM EST, and will be opened at the LKLP COMMUNITY ACTION COUNCIL, 398 ROY CAMPBELL DRIVE, HAZARD, KY 41701.   Each bid must be accompanied by a 5% Bid Bond.  The bid will be submitted in duplicate on copies of the Form of Proposal located in the Project Manual.  Both copies of the Form of Proposal and Bid Bond shall be placed in a manila envelope and have the Project and Bid Package number affixed.  No Bidder may withdraw a bid submitted for a period of sixty (60) days after the date set for the opening of bids. Bids will be opened April 10, 2019.

If a bidder wishes to mail a bid, it should be mailed to: MS. The Project is to be complete within the time frame in the Baseline Construction Schedule, and liquidated damages are $1,000.00/day thereafter, if the completion date is not met.  Successful Bidders are required to furnish a 100% Performance and Labor and Material Payment Bond for this Project.

The contracts for these bid packages are subject to a Financial Assistance contract between the LKLP Community Action Council, the Kentucky Transportation Cabinet, and the Federal Transit Administration, U.S. Department of Transportation.   Federal Model Clauses apply to all contracts, subcontracts, and purchase orders.  All contracts and work performed must be in accordance with KYTC, FTA, and Kentucky State Law.  There are no geographical preferences for these bids.

All contracts/subcontracts associated with this project will follow all applicable state, federal, and Kentucky Department of Transportation and US Federal Transit Administration regulations, including Davis Bacon wage laws and equal opportunity employment practices.

Firms that are DBEs and small businesses are encouraged to apply.  Owner must collect DBE information on all bidders that apply.  Form will be sent to bidders after receipt of proposal or may be obtain in Volume I.

In regard to the arrangement of the solicitation, times for the bid opening, delivery schedules, etc., these will be made in a manner to facilitate participation by Small Business Concerns.  The definition, size standards, and average gross receipts of Small Businesses are found in 13 CFR Part 21.
